1960: "Death in Regatta Week" by Charles Mason.
The hero is a rowing coach who finds himself rowing in a coxless four. He discovers a secret base in Eastern Europe and finds himself rowing against that nation (Slavonia). He survives assasination to go on to win in the finals, meanwhile the baddies die and he gets the girl.
There are good descriptions of their several heats.
Do not be unduly put off by the garish cover picture!

came back to Henley and rowed the course and presented a new cup (identical to the fragile original)
in memory of the "Gallant Fellows" they had rowed against.
The reserve in 1914 was also reserve in 1964 - and still didn't get a row.
